Plano major arts groups, The Shops at Willow Bend, and the Collaborative Arts of Plano invite to its inaugural arts festival, “North Texas Carnival of the Arts,” at The Shops at Willow Bend on Saturday, September 28, 2024, from 10 a.m. to 5 p.m. The festival is free and open to the public. The free event will feature performances, art activities, contests, and games for families.
